IGRA is asked a lot about finding vital records from the Ottoman period, and the unfortunate answer is that there are none, at least not in the sense we think of individual records. Turkey, the successor state of what remained of the Ottoman Empire, didn’t start keeping detailed vital records until 1925, after the area where Israel now sits had become part of the British Mandate. That there are no birth certificates, marriage licenses or death certificates doesn’t mean that the Ottomans kept no records, however. As early as 1837 the Ottoman Empire started collecting information on the people who lived in their vast territories, with differing levels of success. Those records were recorded into register books called Nufus (Population) registers. Some of these books are akin to local censuses, and some indeed are birth, marriage, divorce and death registers. There are also registers of military-age men, mostly from WWI, although some from earlier years. The main census relevant to those researching this area is the 1905 census, which has the most complete records. Another census was done in 1914 is an update to the 1905 census (not a completely new effort).

There is a lot of introductory information below, but for the impatient know that at the end are two tables that list the known registers in the Israel State Archives, and the microfilms on which most of them were recorded. Those tables are searchable. Check them out at the end of this introduction.

For the most part these registers are handwritten in Ottoman Turkish, which is Turkish written in an Arabic/Persian script. Shortly after Turkey instituted vital records they also switched to use a Latin alphabet, both part of the modernization reforms of Mustafa Kemal Atatürk in his newly formed Turkish Republic. None of those Turkish modernization efforts apply to these records, however, as these records pre-date them. In practical terms, this means these records are difficult to read, since modern speakers of Turkish don’t use the same alphabet as these records. Of course, since these are mostly names and some simple words, people who can read Arabic can generally read them with some instruction and effort. In some cases Jewish records are recorded in Hebrew, sometimes in conjunction with Turkish, and sometimes by itself. For the most part, however, the records described here are in old Turkish written in Arabic script. Out of more than 470 registers, only 5 contain Hebrew. You can search the register list below for the word ‘Hebrew’ to see which registers contain Hebrew.

There was no centralized collection of Nufus registers. They were apparently kept locally for local administrative purposes, and therefore many of them have been lost, many probably during WWI. After WWI, when the British Mandate was established, the British collected as many of the Nufus registers as they could find, and those registers were then collected by Israel after the British left in 1948. In neither case were the registers handed over in an orderly fashion, so many registers could have been lost along the way.

Eventually the remaining registers found their way into the Israel State Archives (ISA) and other local archives, where they sit today. From what I have been able to gather, there was an effort to microfilm the registers in the ISA in 1964, which was not completed, and another effort in 1969, which was mostly completed. The quality of these microfilms are not particularly good, however. What is useful is that someone at the time cataloged all the registers and described their contents. At the time they knew of the existence of 463 registers, of which they filmed 460, with three of them that they knew of missing. These registers went into 82 microfilms, which were later scanned by the ISA, and made available on their web site. What follows is based on the scanned microfilms on the ISA web site. There also are some registers that seem to have been located after the microfilming was done, and some of these have been scanned already. I was not able to locate microfilm 71, which I’m hoping to hear back from the ISA about soon.

There are essentially seven kinds of nufus registers. These are Early Population, Preliminary, Basic, Men of Military Age, Foreigners, Mukhtar’s Books, and registers that record births, marriage, deaths, divorces, and changes of address. I group these last categories all together because these books differ from the others in that they usually are not broken up by religious community.

Early Population registers are any of the census books that pre-date 1905. For the most part, the Ottomans got more organized and professional when they started the 1905 census, so earlier books that have information on residents may not be as complete as the later books. The earliest registers found from this area date back to 1876, although most don’t start until 1884.

Preliminary registers were essentially the first draft of the 1905 census effort. These books contain the information such as the town, the neighborhood, the assigned number for the family, the name of the head of household, his occupation, religious affiliation, date and place of birth, marital status, military service, right to vote, and then information on the other members of the family unit.

Basic registers are the more complete versions of the Preliminary registers, incorporating information from other sources to create a more precise register of the population.

Men of Military Age registers are mostly from WWI, although a few are from earlier dates. Unlike earlier nufus registers in other areas of the empire that only recorded Moslems, it seems that during WWI they recorded all men of military age.

Foreigner registers contain information on foreigners that include Ottoman officials (from other provinces), clergy, as well as pupils and workers of foreign-run religious schools and institutions. Foreigners are also listed in other registers, sometimes together and sometimes in their own sections.

Mukhtar’s Book registers were the registers compiled by the heads of each religious community in a town. Each town had a leader for its community called the Mukhtar, and one of their responsibilities was to maintain information on their community members. Some of the books created by Jewish Mukhtars are in Hebrew, although most are in Turkish. This system continued, by the way, into the British Mandate period, and there are lists of Mukhtars in the ISA archives that period. I don’t think the Mukhtars still maintained these books into the British Mandate period, however, as the British probably took over that responsibility.

BMDD and Change of Address registers contain records on the entire area that they cover, and are not specific to one religious community. These register record births, marriages, divorces, death, changes of address and new registrations.

Most register information is listed by religious community.

Moslems are generally just listed as Moslems, although sometimes they are designated as Foreign Moslems (such as government clerks), Black Moslems, Dervishes and some other Moslem religious sects.

Non-Moslem communities were usually recorded by their specific sub-group. Among Jews, these sub-groups include Ashkenazi, Sephardi, Maghrebi (from North Africa), Gurji (from Georgia), Bukharan (from Central Asia), and Yemenite (from Yemen).

Christian communities recorded in the registers include Armenian, Armenian Catholic, Chaldean Catholic, Coptic, Greek Catholic, Greek Orthodox, Maronite, Protestant (some are sub-grouped as Quakers and Episcopalians), Roman Catholic, Syrian, and Syrian Catholic.

There are also a few registers that record members of the Druze community.

There are two tables below, the first of which lists the registers, and the second which lists the films. You can search and sort the tables. Note that for records that apply to all communities, such as birth records, no community is listed, so searching for a specific religious community will not bring up those records.

When a register is listed as being for a district (i.e. Jerusalem district) then the geographic listings are towns and villages in the district. When a register is listed as being for a city, then the geographic listings are the city’s neighborhoods. Note that in modern Israel some of what were villages in a district are now neighborhoods in the larger cities.

In listing what records are in a register, for the most part they are listed by religious community, then geographic listing, and then the page number range – the format: Community – Town/Neighborhood (page range). In some cases the order is flipped, such as when there are several religious communities listed from a single town. In that case it would be displayed as Town – Community (page range).

The number of families for each register are estimated in the Notes column, but use this only as an estimate, as it’s not clear if every number in a range listed in ISA’s summaries are used. Also, in some cases there may be overlap in the families listed within a single register, which would inflate the number a bit. These numbers are there just to provide a rough basis of comparison between registers.

Please note that these registers are based on the Ottoman Julian-based Rumi calendar, although the years provided in the tables below are from the Gregorian calendar. What this means in practical terms is that dates from the Gregorian calendar from January and February and the first half of March are considered part of the previous Rumi year (until February 1917 when they switched to a Gregorian-based calendar and lost two and half months of their calendar). So for example, if you have an event you know occurred in January or February 1914, then while the dates here might say 1914, the event you’re looking for would actually have occurred in the Rumi year that corresponds to 1913. For records in the later part of 1917 and 1918, the dates will actually correspond to the modern calendar (but the year is based on the Muslim calendar).
